Program Manager (Contingency Hire)

DUTIES AND RESPONSIBILITIES:

Program Manager for logistics support programs to the Defense Threat Reductions Agency (DTRA) Cooperative Threat Reduction programs and other DTRA components.

Responsible for all facets of program execution.

Leads/develops subordinate managers, supervisors and leads.

Leads/develops Annual Program Plan (APP).

Establishes organization objectives, interprets company policies, and delegates assignments to subordinate managers.

Hires/removes personnel to and from the project.

Conducts performance evaluations, plans salary actions, recommends promotions, interprets and applies organization policies, and provides leadership toward resolving employee problems.

Coordinates with vendors and labor providers for personnel.

Requires knowledge of linkage between business and immediate project(s) area. Tracks and responsible for financial aspects of business and project.

Demonstrated leadership capabilities, widely-trusted, consistency between words and actions. Self-motivated and demonstrates positive sense of urgency.

Relentlessly delivers on all commitments to Team, subordinates, suppliers, and customers.

Maximizes project quality under ISO 9001:2008 standards; identifies root cause corrective action and clearly communicates recommended courses of action.

Pulls together data and information and makes recommendations to the customer and KBRwyle leaders on ways to improve project performance.

Easily deals with conflict in a high OPTEMPO environment and seeks/implements successful solutions.

Key Success Factors

Demonstrated leadership in Defense Threat Reduction Agency Cooperative Threat Reduction Programs, Combatant Command theater logistics planning, or foreign military sales logistics support planning.

Understands and has technical competency managing Cooperative Threat Reduction operational or logistics programs.

Demonstrated success in high OPTEMPO/real-world contingency and austere operations.

Qualifications

Experience and Education

Required

Minimum four (4) year college degree required from an accredited educational institution, recognized by the U.S. Department of Education in business management, liberal arts.

Within the last ten (10) years, six (6) of those years, he/she must experience planning and providing logistics support for Defense Threat Reduction Agency Cooperative Threat Reduction Programs, Combatant Command theater logistics operations, or foreign military sales programs.

Strong writing, interpersonal, and client relations skills.

Preferred

Master’s Degree in business management, military science, military logistics, engineering or science related discipline.

Functional experience supervising: The acquisition of required equipment, storage and transportation assets (ground, service and / or air) to procure and move required personnel and assets into and out combatant command areas of operations to support DTRA operations.

Complying with U.S and Host Nation theater, country and customs clearance requirements.

Experience in program/project operations in CENTCOM, EUCOM, AFRICOM or PACOM areas of operation.

Other Attributes/Skills Required/Sought

Must be able to obtain and maintain a Secret security clearance.

Must be fluent in speaking and writing the English language.

Knowledge of key Program Management tools and techniques including scheduling, cost management, change control, concepts of balance of time, scope and resources, work breakdown structures and contracts.

Project Management Professional (PMP) certification a Plus. Demonstrated commitment to continuous improvement through team participation and results.
