Portfolio Optimization Manager (POM)

– Kirtland AFB, New Mexico

This position is contingent upon contract award

Essential Responsibilities:

Manages Installation Planning & Programming services, Energy Management Services, Activity Management Integration Function services, Mission Dependency Index Refinement services, Comprehensive & Community Planning services, Facilities Board services and coordination, and AMP & Sub-AMP Management services.

Directs and oversee the

Mission Dependency Index (MDI)

refinement process.

Develops and provides an Analysis of Asset Portfolio report based on the performance data (and maintenance management recommendations) IAW the Operations Engineering Requirements and function analysis requirements for all assets in each sub-AMP twice per year

Responsible for overseeing and coordinating the actions of the

Space Management Sub-AMP and Land Management Sub-AMP.

Responsible for hosting and leading Sub-AMP WG meetings (quarterly), quarterly review of the entire Sub-AMP-related asset inventory and condition assessments

Performs review of all technical programming documents

Reviews and provides feedback on all Activity Management Plan (AMP) and Sub-AMP processes and outputs for all CE functions.

Other Responsibilities:

Safety: Enforces a safety culture whereby all employees have the responsibility for continuously developing and maintaining a safe work environment.

As required participates on safety committees and teams.

Quality: Consistently provide services that meet customer expectations. Accordingly, each employee must conform to the KBR Quality Policy and carry out job activities in compliance with applicable KBR Quality System documents and customer contracts.



Minimum Requirements:

The Portfolio Optimization Manager (POM) must have a bachelor's degree in engineering, architecture, construction management, planning, or facility management from a program certified by the Accreditation Board for Engineering and Technology (ABET), from a program certified by the National Architecture Accrediting Board, or from a program accredited by the Planning Accreditation Board.

The POM shall have a minimum of 5 years’ experience in the engineering section of the civil engineer function at a major US military installation (Air Force experience is preferred).

The POM shall have a minimum of 2 years’ experience in a supervisory position.

The POM shall have knowledge of and familiarity with the Air Force Planning, Programming, Budgeting, and Execution (PPBE) process.

Preferred Qualifications:

Prior USAF experience and

technical training

Excellent communication skills
