GENERAL SUMMARY

:

Directs and synchronizes the activities of subcontract technical management team personnel to plan, write, estimate, and manage approved subcontractor repair work packages for U.S. Navy Improved Navy Lighterage System (INLS) watercraft, Maritime Preposition Force (MPF) Utility Boats, LCM-8, LARC-V, and other related systems and equipment.

V alidate and establish work requirements in accordance with NAVSEA Standards, technical specifications, and technical drawings; develop repair schedules in accordance with established government milestones; and provide technical direction to subcontractors for the repair of U.S. Navy watercraft. Manage planning and completion of subcontractor projects for schedule, quality, and cost. Ensure compliance with administrative policies, procedures, and governmental regulations.

Ensure employees adhere to all safety requirements, procedures, and policies. Comply with and ensure compliance with ISO procedures and instructions. Perform other related duties as assigned.

Qualifications:

RESPONSIBILITIES

:

Ensure subcontractor compliance with repair specifications, time schedules, and cost.

·

Manage the activities of the Subcontract Technical Management Team; surveying watercraft and developing technical repair work packages; review subcontractor work package proposals for technical accuracy; provide technical assessment of costs to Contracts/Purchasing Department; coordinate quality control check points with government and subcontractor representatives; health, safety, and environmental programs; intermediate and depot level repair planning, engineering, and repair operations; and shipyard subcontract technical compliance.

Perform primary liaison between the Navy Repair Center and shipyard subcontractors.

Coordinates with other managers and the government to determine sequence and assignment of work on basis of work priority and quantity of equipment.

Interprets statement of work requirements, technical specifications, drawings, work orders, and technical instructions.

Coordinates department activities with other departments.

·

Recommends or initiates personnel actions, such as promotions, transfers, discharges, and disciplinary actions.

·

Conducts training for new management personnel.

·

Ensures compliance with administrative policies, procedures, and governmental regulations.

·

Complies with and ensures compliance with all ISO procedures and instructions.

·

Performs other related duties as assigned.

SPECIAL TRAINING REQUIREMENTS/PREREQUISITES

:

·

Complete U.S. Navy senior enlisted or officer advanced training in an engineering discipline, or equivalent.

·

Thorough knowledge of U.S. Navy mechanical equipment including major systems such as diesel, multifuel, supercharged/turbocharged engines, turbine engines, transmissions, and gear reductions systems for small craft.

·

Working knowledge of U.S. Navy electrical, electronic, hydraulic, pneumatic, and other non-mechanical systems including diesel generators and switchboards.

·

Ability to use independent judgment in determining the extent of repairs required based on investigation performed, surveyor inspection reports, estimator reports, and other records.

·

Effective written and oral communications skills.

·

Ability to comply with all established methods, quality standards, and time schedules applicable to this position.

·

U.S. Citizen.

FORMAL EDUCATION

:

·

B.S. degree in marine, mechanical, or electrical engineering or other related discipline.

·

In lieu of a degree, a combination of college credits, other formalized training or education, and directly related work experience may be considered.

WORK EXPERIENCE REQUIREMENT

:

·

Eight years of directly related work experience including four years supervisory experience in a U.S. Navy maintenance, repair, and logistics support environment.
