GENERAL SUMMARY

:

Primary Manager for the Navy Repair Center; directs and synchronizes the activities of subordinate managers, supervisors, and subcontractors/vendors to plan and perform depot, intermediate, and organizational level repairs, maintenance, alterations, and maintenance administration for U.S. Navy Improved Navy Lighterage System (INLS) watercraft, Maritime Preposition Force (MPF) Utility Boats, LCM-8, LARC-V, and other related systems and equipment.

V alidate and establish work requirements; develop repair and preventative maintenance schedules for approval by the government customer; and provide technical direction to subcontractors for the repair of U.S. Navy watercraft. Manage planning and completion of projects for schedule, quality, and cost. Ensure compliance with administrative policies, procedures, and governmental regulations.

Ensure employees adhere to all safety requirements, procedures, and policies. Comply with and ensure compliance with ISO procedures and instructions. Perform other related duties as assigned.

Qualifications:

RESPONSIBILITIES

:

Manages the activities of the Navy Repair Center to obtain optimal use of equipment, facilities and personnel.

·

Manage the activities of the Navy Repair Center; financial planning and day-to-day requirements; health, safety, and environmental programs; intermediate and depot level planning, engineering, and repair operations; and shipyard subcontract technical compliance.

·

Through subordinate managers and supervisors, determines sequence and assignment of work on basis of work priority and quantity of equipment.

·

Inspects work performed to ensure compliance with specifications and time schedules.

·

Interprets statement of work requirements, technical specifications, drawings, work orders, and technical instructions.

·

Produces, or supports the creation of, Repair Center budget estimates, work package or work item cost estimates, material estimates, and cost proposals.

·

Coordinates department activities with other departments.

·

Recommends or initiates personnel actions, such as promotions, transfers, discharges, and disciplinary actions.

·

Conducts training for new management personnel.

·

Ensures compliance with administrative policies, procedures, and governmental regulations.

·

Ensures employees adhere to all health, safety, environmental, and security requirements, procedures, and policies.

·

Complies with and ensures compliance with all ISO procedures and instructions.

·

Performs other related duties as assigned.

QUALIFICATIONS

:

·

Complete U.S. Navy senior enlisted or officer advanced training in an engineering discipline, or equivalent.

·

Working knowledge of U.S. Navy hull, mechanical, electrical systems and equipment.

·

Working knowledge of Confined Space, Gas Free, and Lock-out/Tag-out, and waterborne safety policies and procedures.

·

Working knowledge of U.S. Navy shipyard repair processes to include NAVSEA Standard Items.

·

Ability to use independent judgment in determining the extent of repairs required based on investigation performed, surveyor inspection reports, estimator reports, and other records.

·

Effective written and oral communications skills.

·

Ability to comply with all established methods, quality standards, and time schedules applicable to this position.

·

U.S. Citizen.

FORMAL EDUCATION

:

·

B.S. degree in marine, mechanical, or electrical engineering or other related discipline.

·

In lieu of a degree, a combination of college credits, other formalized training or education, and directly related work experience may be considered.

WORK EXPERIENCE REQUIREMENT

:

·

Ten years of directly related work experience including six years supervisory experience as a commissioned/senior noncommissioned officer, or civilian equivalent, in a U.S. Navy maintenance, repair, and logistics support environment.
