Provides application software development services or technical support, typically for a defined project. Develops program logic for new applications, modify, and analyze existing application logic. Codes, tests, debugs, documents, implements and maintains software applications. Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within their field. Displays core job competencies by analyzing possible solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through the completion of an undergraduate degree and 2
years of experience, or equivalent work experience in lieu of degree.
Activities directed include the analysis of budget variances. Monitors and advises projects/sub-contract flow of actual costs incurred throughout the year in comparison with the related budget. Is an integral part of team regarding system implementation, improvements and maintenance. Prepares Purchase Orders or Subcontracts of a high complexity.
Work with Subcontracts Coordinator to develop award files to meet with company and Government policies and regulations.
Compiles and analyzes statistical data to determine feasibility of buying products or services and to establish price objectives.
Compiles information to keep informed on price trends.
Confers with suppliers and analyzes suppliers’ operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules.
Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintain necessary records.
Prepares RFP and RFQ bid packages.
Supports proposal efforts as required.
Initiates and negotiates various supplier/subcontractor agreements.
• EDUCATION: BS or BA in Business Administration or Equivalent preferred.
• EXPERIENCE: Ten (10) years managing finance and accounting functions. Familiar with automated accounting systems (SAP experience preferred), spreadsheet and word processing application. Experience in budgeting process and clear understanding of cost accounting.
• ABILITIES: The candidate must be a self-starter capable of working in fast paced multi-disciplined team environment with the ability to manage competing priorities to achieve goals. Excellent analytical skills – data driven and fact based focused. Excellent communication skills – verbal, written and listening. Ability to interact with staff and customer at all levels from craft persons to senior executives. Must be proficient in Microsoft Access and business intelligence software experience is preferred.
