team is based in central London although the role is peripatetic and will require travel on a daily basis throughout England and Wales.

Responsibilities

To develop user and system requirement tools/databases based on the Excel workbooks developed for the Fingerprint capability

Identify, develop and maintain/update requirements management documentation for Fingerprints Capability; Digital Forensics; DNA stage 3, Compliance with FSR Code of Conduct & Practice and Training

This will require proactive engagement with expert users in the forensics community to identify requirements and gain broad consensus

To fully engage as a team member, contributing appropriately to all TF activity to ensure that requirements are consistent and coherent across the whole TF programme and to actively seek synergies

Inculcate Requirements Management functional excellence in people, processes, tools, and share Best Practices and Lessons Learned amongst the NPCC TF team (police community and KBR)

Report on activity to Business Design Authority in a timely manner

Interfacing with

Technical Design Authority team to ensure what is being designed and developed meets the user requirement. This will include attendance at programme Technical Reviews

Home Office Bureau (HOB) programme to understand how their deliverables meet the user requirement

BDA Training analyst

Individual TF project leads

Experts and communities of practice in UK forensics, such National FP Board, DSTL (UK DEF), Scientific Support Managers

Qualifications

Essential

:

Hons-level scientific or engineering degree and chartered professional status

Experience and Skills

Essential:

Knowledge, Skills and Attitude:

Ability to communicate (listen, speak and write) with people of different technical abilities

Use of formal requirements management tools (e.g. DOORS)

Requirements management: ability to draft user requirements, measures of effectiveness, acceptance criteria, and translate those into systems and technical requirements, then translate those requirements into statements of work

Development of Interface Control Documents

Development of system-level performance metrics

Management of risk

Ability to plan and manage own activities; self-starter

Patience, tenacity, empathy with customer community

Knowledge of ISO 15288 (system engineering)

Knowledge of architectural frameworks such as TOGAF

Experience:

At least 2 years in a requirements management role on a programme with an enterprise value > £100M and involving multiple stakeholder communities (Note: enterprise value is the total cost to the owning organisation, not the contract value)

At least 10 years experience in general engineering or scientific disciplines

Acknowledged successful outcome of requirements management work, i.e. did the procured system meet the user expectations?

Working with multiple suppliers of various sizes across a spectrum of domains
