Airfield Manager and Joint Operations Center (JOC) Supervisor (Contingency Hire)
DUTIES AND RESPONSIBILITIES
The Airfield Manager and Joint Operations Center Supervisor (AM & JOCS) shall provide oversight and coordination of all airfield operations and services per USAF requirements to ensure a safe, efficient and effective airfield environment.
Coordinate with airfield support entities, such as civil engineer, safety, maintenance, transportation, command and control, air traffic control, and emergency response agencies, in order to support aircraft operations and correct deficiencies on the airfield.
Serve as a liaise between FLO site and host nation airport representatives, serves on boards and airfield related forums and briefs airfield management services, as required.
Provide input, guidance and solutions at meetings concerning U.S. owned facilities and areas, air operations and airfield construction projects.
Other airfield management requirements include, but are not limited to, Foreign Object Damage (FOD) management, Bird/Wildlife Aircraft Strike Hazard (BASH) response and mitigation, Airfield Driving program management, Airfield and Airspace Waiver coordination, Mission Planning Support, disseminating and tracking Notices to Airmen (NOTAMs), and providing Flight Information Publications (FLIP).
One key element is the provisioning of aircraft ground handling services and airfield support services in support of the Department of Defense (DoD) Airlift System to include but not limited to all US Government owned or operated aircraft, US sponsored foreign government aircraft, Coalition Forces aircraft, commercial contract aircraft, and tendered aircraft at Curacao. The Manager oversees crews providing assistance to aircrews for aircraft servicing of oil, nitrogen and other liquids/gasses as required.
Oversee crews performing operation, maintenance and repair of Government furnished Aerospace Ground Equipment (AGE) and Ground Support Equipment (GSE).
In addition, the AM & JOCS shall supervise the Joint Operations Center (JOC) on a continuous 24/7 basis, develop and implement a JOC Plan IAW contract requirements, maintain qualifications necessary to operate all Land Mobile Radio (LMR), Very High Frequency (VHF), Ultra High Frequency (UHF) radios, and information systems used in the JOC.
Coordinate aircraft mission requirements and deployed units at the direction of the USAF and serve as the focal point for operational issues, air tasking orders (ATO), daily intention messages (DIM), force protection conditions (FPCON), in/out processing badge/cell phones, in/out checking of site vehicles, country clearance processing and status/information on critical facilities and infrastructure.
Must have expert knowledge of applicable AMC policy and regulations, the Integrated Data Environment (IDE), Global Transportation Network (GTN), and Global Air Transportation Execution System (GATES).
Completion of the advanced air transportation course and award of Air Force Specialty Code 2T291 or equivalent preferred.

EDUCATION / CERTIFICATIONS / EXPERIENCE / ABILITIES :
Minimum of Associate’s Degree in such fields of study as Aviation Management, Aerospace Engineering, Airway Science, Aviation, or a similar airport- or aviation-focused field of study is required. Fourteen (14) years’ directly related an industry experience is deemed equivalent.
CERTIFICATIONS: Must be able to complete and maintain certification to operate a vehicle on the airfield, to include meeting all color vision testing requirements in order to operate a vehicle in the controlled movement area, complete/sustain Airfield Driving Computer Base Trainings (CBTs), and within 30 days of appointment complete the following courses: Airfield Criteria, Standards and Facilities; Airfield Inspections and Maintenance; Wildlife Hazard Management; and Flight Line Driving.
Minimum of ten (10) years of experience in aviation management or related field.
Minimum of five (5) years of experience as Supervisor or Manager executing duties IAW AFI 13-204 Vol 3 at military or civilian airports.
Must have ability to use wildlife control devices.
Familiar with USAF, DoD requirements and polices for airfield management.
ABILITIES: The candidate must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve team goals.
Proven management skills to include effective planning, organizing, directing and controlling with strong decision making capabilities. Excellent analytical skills – data driven, fact based, root cause focused. Strong negotiation and conflict resolution skills to lead a team to consensus.
Excellent communication skills – verbal, written and listening.
Ability to interact with staff at all levels from craft persons to senior executives.
Knowledge base to successfully diagnosis issues that cover multiple areas of interaction.
