Supervisor, Facility Operations



Responsible for planning, managing and resolving customer requests and inquiries related to the operations that occur at a facility which may include facilities planning, design, construction, allocation of offices and furniture, food services, janitorial, landscaping, move services and maintenance or repair activities. In addition, Facility Operations functions may also include office service activities such as mail services, forms management, reprographics and office supplies. Applies policies, procedures and best practice processes to support facilities management and office service activities. Under general direction, supervises and reviews for accuracy and effectiveness within a specialized function. Performs complex assignments and fulfills broad responsibilities where compulsory outcomes are defined, but methods and procedures may vary based on judgment or precedent. Coordinates the work of others on assignments and allocates work to and assists less experienced team members. Skills required for this job are typically acquired by completion of an undergraduate degree and 6

years of experience or equivalent work experience in lieu of degree.


Responsible and accountable for all labor, supervision, documentation, materials, equipment, tools, and management required to provide facilities maintenance services and minor construction activities at NSTA-Bulgaria for facilities, buildings, structures, utility systems, alarm systems, fire suppression systems, mechanical systems, custodial operations, roads, grounds, and associated equipment.

Provides leadership and applies policies, procedures and best practice processes to support facilities management and facilities services activities.

Coordinates the ordering and timing of materials, establishes work breakdown structures, plans and schedules work, and manages the subcontract workforce.

Responsible for the execution of craft services, quality, subcontractor performance, and construction cost.

Manages work to ensure execution is in compliance to contract, design data, schedule, cost budgets, and quality.

Advises General Site Manager of status, issues, impacts, risk, and cost influence factors regarding project scope.

Assumes the duties of General Site Manager in his absence.

Manages craft schedules and develops short term look-ahead schedules for the Foremen in alignment with project execution plans.

Reviews and monitors cost and man-hour budget for ongoing operations and projects.

Responsible for accountability of facilities equipment and tool inventory.

Responsible to manage petty cash accounts per corporate requirements as required by the General Site Manager.


Must have or qualify for a


Must be a self-starter capable of working in a fast paced multi-discipline team environment with the ability to manage competing priorities to achieve project goals.

Must have proven management skills (effective planning, organizing, directing and controlling skills).

Must possess a valid U.S driver’s license


Five (5) years progressive experience in supervisory and managerial experience with managing a facilities maintenance organization.

Skills required for this job are typically acquired by ten (10) years progressive experience in facilities operations and maintenance

Additional requirements:

Must be fluent in English

Must possess passport book with at least 12 months of remaining validity AND with at least 6 blank visa/stamp pages remaining

Must possess driver’s license with at least 6 months of remaining validity
