Under general direction, the Supervisor, Subcontracts uses specialized knowledge or skills to solve complex and unique problems, or direct the daily activities of a business, technical support, or functional support team. The incumbent establishes priorities for the completion of assigned tasks and uses judgment to interpret internal and external issues and develop best practices. He/She may direct resources, prioritize tasks and provide guidance to less experienced team members and project personnel. Relies upon experience, interpersonal skills, and broad knowledge of field to ensure task completion in compliance with policies, procedures, and business strategy.
Performs full range of procurement and administration activities associated with subcontracting work.
Qualifies contractors, issues requests for proposals, evaluates proposals and lead subcontract package development and maintains subcontract files in accordance to established procedures.
Resolve subcontract/construction related issues
Remain current in knowledge of sources of services and labor
Take leadership in developing subcontract strategies
Implements, manages and monitors procurement reporting systems to meet project requirements, including SAP and IPMS, etc.
May assign RFQ package assignments to appropriate procurement personnel
May review and approve bid tabulations and obtain project approvals as necessary.
Negotiates with bidders to accomplish adherence on-time project schedules
Maintains knowledge of safety policies and procedures and perform assigned duties in a safe manner, and, if supervising others, has the responsibility for the safety of those being supervised and ensures they comply with established safety policies and procedures and practice safe work habits.
years’ experience in subcontracts administration in an industrial construction environment
Experience with procurement systems such as SAP, and IPMS a plus
Knowledgeable of Microsoft Office Suite
Good written and verbal communication skills
Must have the ability to work in a team environment
Must have the ability to organize and prioritize daily work for multiple clients
Possesses strong understanding of contract “terms and conditions”, experienced in resolving differences between supplier terms and conditions and client requirements
