Project Controls Engineering Manager
Prepares and coordinates the development of staffing and operating plans for contract scope of work. Ensure that a performance baseline is maintained in configuration control through the use of approved change control procedures. Perform cost data analysis and identify cost trends for management attention. Recommend corrective action. Ensure that adequate funding is available for scope execution.
Assist in administration of prime contract, to include tracking of budget and funding, tracking and follow
up on contract changes, and managing pending items process. Assist in administration of contract administration functions. Preparing custom cost tracking tools in both MS Excel and Access.
Performing data migration and analysis for external cost reporting data requests.
Establish the conceptual scope of estimates and studies, establish format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk; review labor estimates for reasonableness. Plan, coordinate, and establish level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty. Measure the execution and completion of all deliverables within budget. Responsible for the development and accuracy and distribution of internal and external cost reports.
Prepare and analyze comparisons of scope, quantities, and cost data.
Prepares cost trend estimates in support of project cost trend program.
Create and implement measurement systems for established processes, analyze performance metric results, and identify improvements
Support project organizational and administrative activities. Execute simultaneous tasks within broadly defined parameters.
Support development of Project Controls standards and procedures.
Interface with designated management and client counterparts for specific planning and to schedule tasks/cost presentations.
Report to and receive technical guidance and operational supervision from designated supervisory personnel.
Education and Experience Required
Master's degree in Engineering, Construction or Business and a minimum of 6 years progressive experience in Project Controls.
Bachelor's degree in Engineering, Construction or Business and a minimum of 8 years progressive experience in baseline development and management or budget formulation.
Prior experience in operations, planning or ballistic missile test mission planning; familiarity with radar concepts, facility operations radar concepts, facility operations and maintenance work scope.
