Chief Engineer/Operations Manager
Serves as the RTS Instrumentation Chief Engineer and operations manager working within and managing RTS Instrumentation Operations & Maintenance as well as improvements and modernizations efforts in a research and development and operational environment.
Prepares and coordinates the development of
RTS Instrumentation maintenance and Improvement and Modernization
plans for contract scope of work. Ensure
that a performance baseline is maintained in configuration control through the use of approved change control procedures. Establishes the conceptual scope of estimates and
studies in relation to engineering
efforts for RTS instrumentation maintenance and I&M efforts
format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk; review labor estimates for reasonableness. Plan, coordinate, and establish level of quantification appropriate to the objectives of the effort and to the level of scope definition for each discipline or specialty. Measures the execution and completion of all
instrumentation related Engineering Change Proposals (ECPs) and related
deliverables within budget. Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements. Supports project organizational and administrative activities. Executes simultaneous tasks within broadly defined parameters. Supports development of Project Controls standards and procedures. Interfaces with designated management and client counterparts for specific planning and to schedule tasks/cost presentations.
Must have a master’s of science degree from an accredited college or university preferably in
Engineering or scientific field of study
Fifteen (15) years of experience in progressively more complex work experience in engineering or scientific disciplines. Must have prior experience in operations, planning or ballistic missile test mission planning; familiarity with radar, telemetry, and/or optics concepts, operations, and maintenance.
A PhD in a related science and engineering field may be substituted for three (3) years of relevant experience.
