Role Context:

Emergency Services Mobile Communications Programme (ESMCP) is a cross departmental, multi-agency Programme based within the Home Office to: Deliver critical mobile voice and broadband data communications services to the three Emergency Services (3ES) and other public safety bodies from mid-2017 and ensure a smooth operating and commercial transition between current and future communications services.

The Programme has representation from the 3ES at both operational and departmental levels, HMT, CO and Welsh and Scottish Governments.

The successful candidate will get the opportunity to work with global suppliers delivering contracts with a value c.£500m. ESMCP is delivering new national capabilities that impact everyone lives. Job Purpose:

ESMCP is one of government’s most innovative programmes. It seeks to use commercial services to deliver modern 4G mobile communications to around 100 public safety bodies nationally – around 300,000 operational staff. ESMCP is delivering:

Improved integrated broadband data services; public safety functionality; national coverage; high availability and end-to-end security – the core requirements for modern emergency services

Flexibility to better match / be proportionate to the demands of the emergency services

Better value for money to reduce costs

ESMCP is divided into main procurement lots for the new Emergency Services Network (ESN) and a series of Related Projects that will enable users to transition to the new ESN. The main lots are:

Delivery Partner

A Delivery Partner to oversee build-out of the new network; programme manage transition; provide cross-Lot integration; training support services; vehicle installation design and assurance, and delivery support.

Mobile Services

A mobile network operator to provide an enhanced radio access service with highly available full national coverage; and technical interface to User Services.

User Services

A service provider for end-to-end systems integration; public safety functionality; account management; network and IT infrastructure; technical interfaces to all other lots and services, user device management; application hosting; customer support; and service management.

As SEO Reporting and Governance Lead, you will be responsible for supporting the delivery of a new national critical infrastructure used on daily basis by the emergency services to respond to and manage critical incidents and help protect the public.

You will need to build an effective working relationship within the Mobilisation team and work closely with the ESMCP PMO to agree management information and effectively manage governance forums, risks and issues, assumptions and dependencies.


The post holder will report to the G6 ESN Mobilisation Portfolio Lead and will lead, on their behalf, the reporting and governance of the Mobilisation Unit. They will have responsibility for the following:

Lead and drive all the reporting and governance aspects of Mobilisation, including:

Fulfilling all internal and external Programme reporting requirements for the Mobilisation team (eg. Programme Board reports, Mobilisation Board dashboards, ESMCP communications, etc)

Create and contribute to briefings, lines to take and user communications (eg. Programme Director briefings, Ministerial lines to take, etc)

Drive the secretariat and internal drumbeat for Mobilisation Board and other Mobilisation governance forums (eg. Change Steering Group, etc)

Lead and be the single point of contact for the introduction and adoption of SmartCore (new PMO information management tool) into Mobilisation.

Provision of programme and project management expertise to support the Mobilisation Unit, deputise for the G6 Portfolio Lead when required.

Liaison and engagement with the Mobilisation and wider ESMCP programme teams, building relationships to promote overall programme coordination, tracking and monitoring

Lead by example in the use of ESMCP Mobilisation document templates, tools and processes

Provision of ESMCP Mobilisation meeting document templates for the use of the programme team to promote consistency

Line management responsibility of an HEO PSO officer

Encourage and coach Mobilisation civil service team staff in reporting and governance elements of PPM


Key Experiences & Qualifications Required:


Experience of working in a major programme, preferably within Government.


The ability to work with diversified teams


Organised, with attention to detail essential to maintain an organised information environment.


Excellent communication and interpersonal skills with the ability to communicate in a non-technical manner


Excellent time management skills to enable working across multiple projects and business areas as part of a successful team.


Proactive in approach to work, recommending and improving processes to align to the Programme’s information and records policy and procedures.


Adaptable and flexible in responding to changing priorities.


Prince 2 or equivalent qualification would be an advantage
