Role Context:

Emergency Services Mobile Communications Programme (ESMCP) is a cross departmental, multi-agency Programme based within the Home Office to:

§

Deliver critical mobile voice and broadband data communications services to the three Emergency Services (3ES) and other public safety bodies from mid-2017

§

Ensure a smooth operating and commercial transition between current and future communications services

The Programme has representation from the 3ES at both operational and departmental levels, HMT, CO and Welsh and Scottish Governments.

ESMCP signed contracts with major suppliers to deliver the new Emergency Services Network (ESN) last December. The Programme is now working with these suppliers to mobilise the new ESN in readiness for the start of live operation in September 2017.

The Mobile Services area manages the delivery of the network elements of ESN from EE. It encompasses all elements of the EE delivery to the Home Office, and the interaction and integration with the rest of the programme.

The ESN Specific Sites and Gateways Project Manager will support the Mobile Services Programme Lead. Working directly to the Programme Lead, this role will take a more direct and specific lead of the delivery of the new radio sites being delivered by EE for ESN, working with EE and coordinating programme delivery. These sites will include new sites being built specifically for ESN, a number of in-building/tunnel solutions and the provision of active RAN equipment on sites being built by the Programme in rural areas to extend ESN coverage into those areas. The role will also provide the project management expertise to the gateway solution project, acting as the client to EE’s delivery of the solution to meet the user’s requirements at the cutting edge of technology, coordinating the technical, project and commercial elements of that delivery within the programme timescales. The role will oversee EE’s procurement of devices to enable the gateway solution. The role will also include a vital integration element with the related project teams for additional site requirements, device specifications and extended area services readiness.

ESMCP is divided into main lots for the new Emergency Services Network (ESN) and a series of Related Projects that will enable users to transition to the new ESN. The main lots are

Lot 1 - Delivery Partner; KBR (with partners and associates)

A Delivery Partner to oversee build-out of the new network; programme manage transition; provide cross-Lot integration; training support services; vehicle installation design and assurance, and delivery support.

Lot 2 - User Services; Motorola

A service provider for end-to-end systems integration; public safety functionality; account management; network and IT infrastructure; technical interfaces to all other lots and services user device management; application hosting; customer support; and service management

Lot 3 - Mobile Services; Everything Everywhere (EE)

A mobile network operator to provide an enhanced radio access service with highly available full national coverage; and technical interface to Lot 2

The Mobilisation Portfolio is responsible for overseeing the User Services and Mobile Services suppliers as they develop and deliver an operational ESN in readiness for the start of transition in September 2017. Mobilisation is also responsible for overseeing the delivery of ESMCP functions as they enable and assure the suppliers’ delivery of the ESN.

As the ESN Specific Sites and Gateways Project Manager, you will be responsible for the delivery of the ESN specific RAN delivery for the Mobile Services contract, acting as the client for EE’s delivery of the sites, responsible to the MS Programme Lead for ensuring their successful delivery in this fast paced, challenging and innovative environment. You will also be responsible for the delivery of the Gateway elements of the Mobile Services contract, acting as the client for EE’s delivery and development of the solution. You will be experienced in delivering fast-paced technology projects, and able to effectively manage risks, issues and dependencies, analysing data and developing options and working effectively with major suppliers, technical and commercial experts and operational organisations.

Responsibilities:

You will be assigned to Mobile Services, but you will need to understand the wider aims of the programme, and the needs of the end users who are our eventual customers for this technology. More specifically, you will need to work closely with the related projects project managers, understanding the inter-relationships and integration activities with their scope of work. You will be accountable for your own work and have responsibility for the following:

Leadership of the new site deployment project

§

Leadership of the Gateways project

§

Manage on a day-to-day basis the planned deployments, documentary deliverables, risks, issues, dependencies and assumptions

§

Check the correlation between Quarterly Coverage reporting, Quarterly Financial reporting and the monthly site deployment progress updates, and challenge any anomalies

§

Liaise with the site assurance team to ensure that they are able to physically assure the sites being delivered by EE

§

Monitor and challenge late delivery from EE against their forecasts where applicable

§

Liaise with the Coverage team in their work with EE on the Coverage and predictions, providing the link to Mobilisation

§

Proactively monitor the performance of suppliers and partners and develop options for dealing with emerging challenges collaborating with stakeholders as appropriate

§

Support or lead the design and facilitation of project meetings, boards and workshops – manage inputs and outputs of these sessions

§

Manage risk, issue, dependency, assumption and decision logs

§

Provide detailed input in the project’s and programme’s reporting processes and governance

§

Represent the Programme Lead on governance bodies as required

§

Hold the supplier to account for their delivery of the project’s milestones in-line with ESMCP’s delivery plan – the ESN must be ready to enter live service in Q4 2017

§

Develop and maintain mutually beneficial strategic relationships with the delivery team in EE and use these relationships to address emerging challenges or overcome issues in order to progress delivery

§

Escalate delays and issues to the MS Programme Lead
