Background

·

The Emergency Services Mobile Communications Programme (ESMCP) is a cross-Department, multi-agency major programme, based in the Home Office, to deliver mission-critical mobile voice and data communications services to the Emergency Services (3ES) and other public safety organisations.

·

ESMCP is one of the Department’s largest and high-profile technology programmes. The Programme’s remit is to ensure a seamless and controlled transition between current and future communications capabilities (from Airwave to the Emergency Services Network, ESN) to improve public safety and bring tangible benefits to the Emergency Services.

·

Within the Programme, a central Service Management Delivery Assurance (SMDA) Team (circa 10 FTE) exists to assure the delivery of capability for 3ES organisations to acquire; configure; support; and manage ESN services by:

o

Completing User Journey and Business Process Mapping to provide clear visualisations of the processes and interactions that ESN users will experience/touch/manage to accomplish defined scenarios

o

Assuring the efficient and effective delivery by Lot 2 / Lot 3 suppliers of OSS/BSS/SMT systems and supporting service management framework;

o

Assuring the effective integration of end-to-end service management capability across the 20-25 other ESN suppliers across the supply chain.

Responsibilities

To progress User Journey and Business Process Mapping, the Programme seeks up to four Business Analysts to support two senior product managers. Post holders report to a Civil Servant Team Lead, who in turn reports to the Deputy Director of the Mobilisation Unit.

Business analysts will work closely with product managers and the rest of the SMDA team to provide a high-quality set of business process mapping and user journey outputs.

The activity will cover:

o

“Classic” deployment of end to end business process mapping using standard business process methodology (Business Process Modelling) to define Level 1 to Level 4 processes across the various business units and suppliers that will interact to deliver the functional services

o

Creation of User Journeys to elaborate a user persona across a defined set of scenarios to capture the experience that a user will receive when executing said scenario.

This should be delivered in a creative and engaging format

Qualifications:

Skills and Experience

Essential:

Experience of working in a large-scale, cross functional, Programme environment (e.g. development of plans, risk/issue management, estimation of cost and resource requirements and agreement of these plans within an approvals framework);

Experience of creating and running engaging workshops to collate the input to support user journey business process mapping.

Experience of gathering and analysing (quality assuring) complex end-to-end user journeys and process maps from simple (Level 1) to detailed (Level 5) in communicate output to a wide range of stakeholders and audiences.

Proficiency at written/oral briefings - i.e. complex issues to a non-technical audience with key insights/findings

Strong relationships skills: interpersonal and influencing and the ability to build effective working relationships in a complex multi-stakeholder environment and experience of delivering outputs in such environments

Desirable:

Knowledge of standards, procedures, guidance, tools and techniques to co-ordinate and deliver projects within Programme environment (e.g. PRINCE2, MSP);

Knowledge of modern service management principles/frameworks (e.g. ITIL v3);

Ability to map business processes/user journeys to test cases and testing frameworks

Experience of mapping user journeys in a creative and engaging manner (video, animation etc)

Skills:

Understanding of the telecoms business model – ideally mobile operator / MVNO experience.
